Non-medical caregivers cannot administer injections, insulins, or any other medicines. They cannot offer any form of medical procedures to the clients. A non-medical caregiver mostly assists in routine activities such as eating, bathing, maintaining personal hygiene, light cooking, laundry, shopping, and social excursions. A non-medical caregiver must not be asked to aid or be a part of any medical procedure. Only a licensed nurse can provide such services. 
Yes, caregiver expense is tax deductible. Medical expenditure of an elderly parent, or a relative is tax deductible. To claim the caregiver expenses, you need to add your family member as a dependent on your tax forms. On the basis of their legal residency, income level, and status, it shall be determined whether they are eligible to be dependent or not.
Medicare may or may not pay for non-medical home care services in addition to home health care services. It is important to understand that Medicare does not cover the ongoing personal care of an elderly or handicapped family member. These non-medical home care services are often covered by other insurance policies or out of your personal pocket.
